We all thought a lot of Harley and he will be missed. Harley and I worked together on 3 dams. Harley was a labor foreman. Sometimes when a worker was laid off he would create a fuss so to bypass that the boss would hand Harley a check and say "Go escort so and so off the job". Never had a problem. We worked together on many jobs over the years.
